    We at Arizonas Motor Vehicle Division (MVD) are pleased toprovide this comprehensive guide to

    vehicle title and registration processes, driver licensing andbasic motoring laws for our state.

    Each driver and vehicle owner, whether relocating to Arizona, ora lifetime resident, interacts with

    MVD. Our goal is to provide a high standard of customer servicefor those whose transaction

    requires a visit to an office, as well as integrating the latesttechnology to offer convenient, routine

    services via Internet and telephone. In addition, MVD haspartnered with others to provide addi-

    tional locations to transact essential MVD business.

    This guide provides a basic driver license manual for those whoare new drivers, as well as a

    customer service guide that answers most questions that evenlong-time residents may have.

    MVD provides services for millions of Arizona motorists eachyear and the numbers are growing!

    Third party offices are authorized and monitored by MVD toperform limited motor vehicle services. Manyhave extended hours, atconvenient locations. In addition to appropriate MVD fees, aconvenience fee will becollected by the third party for mosttransactions.

    Name and Address ChangesYou are required by law to notifyMVDwithin 10 days of any change to your

    address. If your current address is not onfile, you may notreceive renewal noticesor other correspondence concerningyourdriver license or vehicle records. You maybe cited by lawenforcement if you don'tchange your address within the10-dayperiod.

    MVDs computer system links all of yourMVD records together. Whenyou submita change of address, we will update yourdriver license oridentification card recordand each vehicle record for which youarelisted as the first registered owner.

    You may report a change of address by phone

    (see numbers on page 1) by mail or onlineatwww.servicearizona.com. For an addresschange, provide your fullname, old addresswith zip code, and new address with zipcode, plusyour driver license number,date of birth and your plate orvehicleidentification number (VIN). If you wish toshow your newaddress on your license, you

    may apply for a duplicate license.

    You are required by law to notify MVDwithin 10 days of a changeto yourname. You may not do this by telephone. You may notify MVDby writing to MotorVehicle Division, P.O. Box 2100, Mail Drop538M,Phoenix, AZ 85001, or you may

    go to any MVD or authorized third partyoffice. You will need topresent appropriateidentification in both your new andpreviousnames. If you wish to show your newname on your license,you may apply for aduplicate license. If your vehicle title hasalien, written permission must be obtainedfrom the lienholder torecord your new

    name on the vehicle documents. Additionaldocumentation may berequired. All namesmust be verifiable with Social Security

    Administration records.

    Military Personnel InformationMilitary personnel based inArizona whoqualify for exemption under the Soldiersand SailorsRelief Act are not consideredArizona residents.

    Upon discharge, military personnel maywork in Arizona for up to90 days withoutobtaining an Arizona driver license if all ofthefollowing are met:Principalresidenceisinanotherstateor

    country.

    Has a valid driver license issued byanother state orcountry.

    OperatesavehiclerequiringaClassDdriver license.

    Isanemployee,agentorconsultantofanorganization that operates inArizona andat least one other state or country.

    available to military personnel.

    Motor Vehicle RecordsYou may obtain a computer printout ofyourdriving or vehicle record by completinga Motor Vehicle RecordRequest form#46-4416 available online, by calling oneof the numberson page 1 or by visiting

    any MVD or authorized Third Party office.You will be required toshow identification.Applicable fees are listed on page 4. Youmayalso obtain your vehicle title andregistration record or driverrecord online atwww.servicearizona.com.

    Arizonas Driver LicenseArizona issues an extended driverlicensethat does not expire until age 65. However,

    your photo and vision screening will need to be updated every 12years. Drivers age60 and over will receive a 5-yearlicense.Temporary residents such as out-of-statestudents and theirspouses, or militarypersonnel and their immediate familymembers mayapply for a 5-year licenseregardless of age.

    The information of foreign applicants willbe processed inaccordance with Arizonaauthorized presence requirements.

    Applying for a Driver LicenseIf you are new to the state, youwill berequired to show your out-of-state driverlicense when youapply for an Arizonalicense.

    Road TestIf a road test is required, you may drivea test routethat has a variety of trafficsituations. An examiner will ride withyouin your vehicle and give you directions tofollow. You will beobserved and graded onspecific actions and on your generalabilityto safely operate the vehicle.

    Road tests may be suspended due toextreme weather or safetyconditions.Paying one application fee allows you 3attempts to passthe test in a 12-monthperiod. You may retest as soon as thenextbusiness day.

    You must provide the vehicle to be usedfor the test. The vehiclemust be in goodoperating condition, and must havecurrentregistration, plate and tab. If your vehicle is

    a 1972 model or newer, it must be equippedwith seat belts, andthese belts must beproperly fastened and adjusted. You must

    have current automobile liability insurance.

    Before you can take the road test, youwill have to show that youunderstand themeaning of Arizona traffic signs. You willalso haveto demonstrate that you canunderstand English-languageinstructionssuch as:

    National Driver RegisterArizona is a member of the NationalDriverRegister, a nationwide computer systemproviding informationabout problemdrivers. When you apply for an Arizonadriver license,the information from yourapplication is checked against thissystem. Ifyou have outstanding or unresolved actionsin any otherstate, an Arizona license will notbe issued. If you provide falseinformation,your Arizona driver license will be canceled.

    Resident DefinitionState law requires that you obtain anArizona

    driver license and registration immediately ifany one of thefollowing applies. If you:WorkinArizona(otherthanforseasonal

    agricultural work)

    Placechildreninschoolwithoutpayingthe tuition rate of anon-resident.

    HaveabusinesswithanofficeinArizona,that bases and operatesvehicles in this

    state.Obtainastatelicenseorpayschool

    tuition fees at the same rate as anArizona resident.

    Haveabusinessthatoperatesvehiclesto transport goods orpassengers withinArizona.

    RemaininArizonaforatotalof7monthsor more during any calendaryear,regardless of your permanent residence.

    Are registered to vote in this state.

    An out-of-state student enrolled with 7 ormore semester hours isnot considered aresident, even if employed.

    Voter Registration You may submit a voter registration formatthe same time you apply for a driver

    license or ID card by completing the voterregistration portionof the driver license/IDcard application.

    You are not required to register to vote inorder to obtain alicense. If you decline to register to vote, the fact that youhavedeclined will remain confidential. If you

    do register to vote the application willremain confidential andwill be used only forregistration purposes. Submitting a falsevoterregistration is a Class 6 felony.

    To register, you must be all of thefollowing:18yearsofa*georolder,onorbeforethe

    next General Election.

    AUnitedStatescitizen.AresidentofArizona.

    Havenotbeenconvictedofafelony,unlessyour civil rights have beenrestored.

    Havenotbeenadjudicatedincompetent.

    If your driver license/identification (ID) cardapplication isrejected, you may register

    to vote by filling out a separate voterregistration form, whichcan be obtained inthe MVD office or by calling 602-542-8683or tollfree 1-877-THE-VOTE. You may alsoregister online atwww.servicearizona.com.

    You must be registered to vote 29 daysbefore an election inorder to qualify to votein that election. There is no fee toregisterto vote.

    Organ Donation ProgramA Donor Registry has been establishedinArizona. To indicate yourdecision to be a donor, simplyvisitwww.servicearizona.com and click on the

    Donate Life logo to register online or call1-800-94-DONOR.

    The application for a driver license oridentification cardincludes a box for youto check if you would like to be added totheDonate Life AZ Registry as an organand tissue donor.

    Medi-Code Doctors StatementSpace is provided on your licenseto

    indicate medical conditions that may requireimmediate attention.You must present astatement about the medical condition,signed by alicensed physician or registerednurse practitioner to obtain amedical codeon your license.

    Proof of Social Security Number

    You are required by state and federal laws toprovide your SocialSecurity number. It willbe used to verify your identity and tocomplywith child support laws. It will not be usedas your driverlicense number.

    Classes of LicensesLicenses are issued by class: ClassG(graduated), Class D (operator), Class M(motorcycle) and Class A,B, C (commercial).If the class M license is combined with anyotherclass of license, it will be added as anendorsem*nt on the back ofthe currentlicense.

    Instruction PermitIf you are at least 15 years and 6 monthsofa*ge you may be issued a graduated and/or a

    motorcycle instruction permit. You must beat least 18 for anoperator permit.

    With a graduated or operator permit youmust be accompanied by aclass A, B, C orD licensed driver at least 21 years of age,whooccupies the seat beside you. Thesepermits are valid for 12months.

    With a motorcycle permit you are prohibitedfrom operating amotorcycle on freewaysor interstate highways between sunsetandsunrise, at any time when there is notenough light to clearlysee persons orvehicles at a distance of 500 feet. Themotorcycleinstruction permit is valid for 7

    months and can be renewed one time withina 24-month period. Torenew an expiredpermit, you will be required to retake thewrittentest.

    A commercial instruction permit is validfor a 6-month period.You must be at least18 to apply. For additional information,see

    the Commercial Driver License Manual,available by calling one ofthe numbers onpage 3.

    Graduated License (Class G)A graduated driver license is issuedto anapplicant who is at least 16, but less than

    18, years of age and is valid to operate anyvehicle that doesnot require a motorcycle orcommercial license.

    RestrictionsFor the first 6 months, a driver with agraduateddriver license shall not drive amotor vehicle between the hours ofmidnightand 5:00 a.m. unless:

    AparentorlegalguardianwithavalidClass A, B, C or D licenseoccupies thefront passenger seat or;

    Drivingdirectlytoorfromasanctionedschool-sponsored activity,place ofemployment, a sanctioned religiousactivity or a familyemergency.

    For the first 6 months, a driver with agraduated driver licenseshall not drive amotor vehicle containing more than one

    passenger under the age of 18,unless:Thepassengersaretheteendrivers

    siblings or;

    Theteendriverisaccompaniedbyaparent or legal guardian with avalid ClassA, B, C or D driver license who occupiesthe frontpassenger seat.

    PenaltiesThe following penalties are for drivers whoare underage 18, have a graduated driverlicense, and are convicted of atrafficviolation:First conviction of a trafficviolation:MustattendTrafficSurvivalSchool.

    Violationgoesondrivingrecord.

    Secondconvictionofatrafficviolation:

    3-monthsuspensionofdrivingprivilege.

    Violationgoesondrivingrecord.

    An applicant for a graduated license musthave held an Arizonainstruction permitfor at least 6 months. The permit must bevalid atthe time of application. An applicantmust also have satisfactorilycompleted anArizona driver education program approvedby MVD or theparent or guardian mustcertify in writing that the applicanthas

    completed at least 30 hours of superviseddriving practice,including at least 10 hoursat night.

    An applicant holding a current and validout-of-state driverlicense is exempt from the driver education/driving practiceandinstruction permit requirements.

    The holder of a graduated license is notrequired to obtain anoperator license at age18, but may choose to obtain one.

    Parent/Guardian Approval forApplicants Under 18If you are under18, your application for an

    instruction permit or driver license must besigned by at leastone adult. The adult willbe responsible for any negligence orwillfulmisconduct when you aredriving.Theapplicationmustbesignedby:

    Onenaturalparent,ifmarriedtotheothernatural parent, or

    Both natural parents, if not married to

    each other, but share joint custody, orOne natural parent withsole custody.

    The signatures must be witnessed by an

    The person who signed the applicationfor the minor, as well asthe person withresponsibility for the minor, may cancel the minorslicense. The license may be

    canceled by submitting an Driver License/ID Cancellation Requestavailable onlineor at any driver license office or by phone(seenumbers on page 1) or by sending anotarized letter authorizing thecancellation to: Motor Vehicle Division, P.O.     date of birth of the person whose license isto be canceled.

    Selective Service RegistrationFederal law requires that everymale UnitedStates citizen and male alien residing in the UnitedStates or its territories mustregister with the U.S. SelectiveService

    System within 30 days of his 18th

    birthday.Arizona law requires that by submittingan applicationfor an original, renewal orreinstatement driver license oridentificationcard, male applicants under 26 yearsof age consent toregistration with theSelective Service as part of theapplicationprocess. When submitting an application

    for a duplicate driver license or identificationcard, maleapplicants under 26 years of agehave the option to consent toregistration aspart of the application process.

    Registering with Selective Servicedoes not mean that you arejoining themilitary. Registration provides the federal

    Operator License (Class D)An operator license allows you todrive any

    vehicle that does not require a motorcycle orcommercial license.You must be at least 18years of age to apply for an operatorlicense.

    Motorcycle License (Class M)A motorcycle license or endorsem*ntisrequired to drive a motorcycle or motor-driven cycle. You must beat least 16 toapply for a motorcycle license.

    An applicant for a motorcycle license orendorsem*nt who is under18 must haveheld an Arizona instruction permit for atleast 6months. The permit must be validat the time of application. Anapplicantmust also have satisfactorily completed a

    motorcycle driver education program that isapproved by MVD orthe parent or guardianmust certify in writing that the applicanthascompleted at least 30 hours of supervisedmotorcycle drivingpractice.

    You are required to submit a copy of yourMedical ExaminerCertificate, form #40-1504 when you apply for a commercial

    driver license or renew an existing license.Incomplete orinaccurate information on the examination certificate may resultinsuspension or denial of the license. Ifit is necessary to operate the vehicle to complete thistransaction, the owner must obtain aRestricted Use 3-Day Permit forprivatesales or a Temporary Registration Plate(TRP) for vehiclespurchased from alicensed motor vehicle dealer.

    When You Sell Your VehicleWhen you sell your vehicle, fill inthe transferinformation on the back of the vehicle title,have itnotarized and give it to the new owner. You must also complete aSold Notice on the back of the registration or onlineatwww.servicearizona.com.

    Vehicle Inspection ProgramThe Vehicle Inspection Programprovidesvehicle inspections for the purpose ofdetecting stolenvehicles or stolen vehicleparts before the vehicle is titledandregistered in this state.

    These inspections only apply to thosevehicles that are beingregistered for the first time in Arizona or vehicles that havebeenrestored, salvaged or are of questionableidentity. The vehicleinspection programconsists of three levels ofinspections:LevelIinspectionsaretypically

    performed on vehicles coming to Arizonafrom another country, orthrough eitherthe bonded title or abandoned vehicleverificationprocess. A Level I inspectionmay be required for first-timeArizonaregistration of an out-of-state vehicle.There is no fee.

    LevelIIinspectionsareperformedonvehicles when a public orsecondaryvehicle identification number is missingor appears to havebeen tampered with.These inspections are also performedonreconstructed and specially constructedvehicles. There is a $20fee.

    LevelIIIinspectionsareperformedonmost salvage titled vehicles orvehiclesfound to have salvage status brands onmajor componentparts.There is a $50 fee.

    The fees collected for these inspectionssupport the Auto TheftAuthority that worksclosely with MVD on the status ofstolenvehicles through the vehicle inspectionprocess.

    Items Needed for a Titleand RegistrationThe following steps mustbe taken in order to obtain an Arizona title, registrationandlicense plate for a vehicle previously titled orregistered inanother state. This is generalinformation only. Any title andregistrationaction may present special requirements.

    Vehicle InsuranceEvery motor vehicle operated on theroadways ofthis state must be covered

    by an insurance liability policy issued bya company that islicensed to do businessin Arizona. The policy must be anArizona-based policy that reflects where the vehicleispredominantly being operated.Minimum levels of financialresponsibilityfor private passenger vehicles are:$15,000 bodilyinjury liability for one

    person and $30,000 for two or morepersons.

    $10,000propertydamageliability.

    You must have current proof of thatinsurance in the vehicle,when operating the vehicle. Law enforcement officerswill ask youfor proof of insurance at thetime of traffic stops or crashes.Insurance

    companies notify MVD of all policycancellations, non-renewals,and newpolicies. If your insurance company sendsMVD a notice thatyour policy is no longeractive, we will send you an inquirynoticeto verify insurance status.

    It is important that you verify that the vehicleidentificationnumber (VIN) supplied byyour insurance company matches the VINonyour vehicle registration. If it does notmatch, ask your insurancecompany toresubmit the correct VIN. To verify yourinsurancecoverage on file with MVD, pleasevisit www.servicearizona.com andclick onInsurance Verification.

    Failure to maintain proper insurance with acorrect VIN on filewith MVD could lead to the suspension of your vehicleregistrationand/or driver license. To reinstate theseprivileges,fees and future proof of financialresponsibility must be filed withMVD. Thefuture proof requirement is most commonly

    an SR-22 form from an insurance company.This can be expensive tothe vehicle owner,especially since the law requires the owner

    to carry the SR-22 for 3 years from the dateof suspension.

    License Plates

    Out-of-state license plates must besurrendered when you obtainArizona plates.Personalized and special plates are availableformost vehicles. Check our website atwww.servicearizona.com forexamples ofavailable special plates.

    When you register a vehicle in Arizonafor the first time orrenew an existingregistration, you receive a license plate tab thatincludes the month and the year theregistration expires and theplate number.This new design replaces separate tabs forthe monthand year of expiration.

    carts). Original equipment manufacturedAFVs, that is less thantwo model years old,may be exempt from the emissionstestingrequirement.

    is exempt. Hydrogen, solar and electricvehicles are exempt fromall emissionstesting requirements.

    Child Car Seat SafetyInformation(Buckle Up Children!)Parentsplease remember, seat belts are not

    designed for children. In general, childrenshould be in a carseat until they reach 80pounds and four feet, nine inches tall.

    Arizona law states: "A person shall notoperate a motor vehicleon the highwaysin this state when transporting a child whois underfive years of age unless that childis properly secured in a childpassengerrestraint system."

    SECTION 1:Before You Drive

    PreparationWe test you in the vehicle that you provide. Youshould be familiar with it. It musthave no defective or missingequipment.Applicants should be able to release or applythe parkingbrake and recognize when it hasbeen applied. You should havelearned tooperate the windshield wiper and washer,the heater anddefroster and know when touse them. You should be able tooperatethe horn and each of the other instrumentswithout takingyour eyes off the road. You should recognize any warning lightsthat may be displayed on the instrumentpanel. Prior to entering thetest vehicle,you should have observed nearby parkedcars, people orobjects that could affectyour ability to safely put the car inmotion.

    Upon entering the vehicle, you should adjustyour seat (andsteering wheel, if adjustable)so that you are sitting erect behindthewheel with your feet able to operate thefoot controls. Beforeputting the vehicle in

    motion, check your turn signals and brakesto ensure they are inworking order.

    Arizona's Safety Belt Law

    (Buckle Up Arizona!)Each front seat occupant of a motorvehiclesubject to the federal motor vehicle safety

    standards must either:Have the lap and shoulder beltproperly

    Check the VehicleHow safely you can drive starts with thevehicleyou are driving. It is the duty of

    drivers to make certain that the vehiclesthey drive are safe tooperate. A vehicle thatis in bad shape is unsafe and costs more torun than one that is maintained. It canbreak down or cause acollision. If a vehicleis in bad shape, you might not be able togetout in an emergency situation. A vehicle ingood condition cangive you an extra safety

    margin when you need it. You never knowwhen you may need it.

    Your vehicle may be required to have anemissions inspection atan authorizedInspection Station. If the vehicle does notpass, youwill be given 30 days to have the problem fixed and have theemissions

    rechecked.

    You should follow your vehicle ownersmanual for routinemaintenance. Somemaintenance you can do yourself and somemust bedone by a qualified mechanic. Afew simple checks will help preventtroubleon the road.

    Braking SystemOnly your brakes can stop your vehicle. Itis verydangerous if they are not working

    properly. If they do not seem to be workingproperly, are makingnoise, are emitting anunusual odor or the brake pedal goes tothefloor, have a mechanic check them.

    Required Equipment for MotorVehicles

    BrakesEvery motor vehicle must have brakes ingood workingcondition. Cars and trucksmust have both a foot brake andanemergency brake. Each set of brakes mustapply to at least twowheels. A motorcyclemust have at least one brake that may beappliedby hand or foot. Trailers of 3,000

    lbs. or more gross weight must be equippedwith separatebrakes.

    Safety BeltsEach front seat occupant of a motorvehiclemanufactured after 1972 must have the seatbelt properlyfastened and adjusted whilethe vehicle is in motion.

    Child Safety SeatsA child less than 5 years old must beproperlysecured in a child passengerrestraint system while beingtransported ina vehicle in this state.

    Head Restraints

    Seat-back head restraints are designed toreduce the chance ofwhiplash injury in rear-end collisions. If they are adjustable,theyshould be positioned to fit against the backof your head and toline up with the middleof the ear.

    MufflerEvery motor vehicle must have a mufflerin good workingcondition and in constant

    operation to prevent excessive or unusualnoise. It is againstthe law to use a mufflercut-out, bypass or similar device.

    Air Pollution ControlMotor vehicles of 1967 model year andnewermust be equipped with an exhaustemissions system to help reduceair

    pollution. Also, the engine of every motorvehicle must beequipped to prevent theescape of excessive fumes and smoke.

    Windows and WindshieldsVehicles must have a windshield(withoutcracks) and windshield wipers that arein good workingcondition. Sun screening

    materials on windows and windshields arelegal only withincertain limits. Ownersshould make sure that the manufacturerorinstaller of the material complies withArizona law.

    Rearview MirrorsEvery vehicle that is made or loaded so that

    the drivers view to the rear is blocked musthave at least oneoutside driver side mirror that shows the view of the highway foratleast 200 feet to the rear.

    Horns and Warning DevicesA working horn that can be heard for200feet is required on your vehicle. Emergency

    vehicles may have a siren, whistle or bell.

    Red Lights and FlashersFlashing red warning lights areprohibited onthe front of the vehicle, even those vehicles that aredisabled, except on authorizedemergency vehicles, school busesandsnow removal equipment.

    Hazard warning signal lights (emergencyflashers) should beactivated wheneveryour vehicle is stopped on the roadway or

    shoulder of the road.

    SECTION 2:Safe Driving PracticesDefensive DrivingDefensiveDriving means being constantly

    aware of the driving conditions, planningahead, anticipatingdangers and taking theright action so as not to come in contactwithany obstacle or another vehicle.

    We all want to avoid collisions that couldresult in personalinjury or even death. But,even when there is no personal injury,a

    collision means inconvenience and autorepair costs. It may alsoresult in a courtappearance and fines, as well asincreasedinsurance rates. You have a great financialstake in yourown good driving record.Driving defensively will help protect yourlifeand your driving record.

    Attitude and AwarenessCourtesy and consideration towardothersare the most important driving attitudesyou can develop. Theyare the key to safedriving.

    Concentration and alertness are otherimportant elements. Youmust develop the

    habit of keeping your mind on driving. Thedriver seat is noplace for daydreaming,window shopping, ego building, orworrying.Driving when you are suffering from extremefatigue oremotional distress can be just asdangerous as driving drunk.

    ForesightIn driving terms, foresight means beingable to size uptraffic situations as quickly

    as possible and being prepared to takecorrective action. Safedriving requiresexercising good judgment and recognizing the properchoices to make in any giventraffic situation.

    Suppose you are driving down a steephill; you apply your brake,but your vehicle

    does not decrease in speed. Should youpump the brake? Shift to alower gear?Apply the emergency brake? Run intosomething?

    Perhapsyouseeadriver traveling inthewrong direction on a one-waystreet.Should you honk the horn? Stop? Flashyour lights? Move toanother lane?

    Maybe you are driving on a freewayand suddenly you come upon afive-car pileup. Do you leave the sceneand call for help? Try togive medicalattention to those with injuries?Set up flares at theaccident scene?

    Any of these choices could be the right thing to do. It alldepends on how you evaluateyour driving situation and theexistingconditions.

    Even the most experienced drivers makemistakes. Regardless ofhow many yearsyouve been driving, at some point youwill faceequipment failures, bad weatherconditions, unskilled drivers on theroad,unpredictable pedestrians and drivers whoignore trafficregulations.

    The best way to prepare yourself forunpredictable events is todrive defensively.Always maintain good vision ahead and

    around your vehicle.

    Knowledge and ExperienceThe beginning driver should learnthroughinstruction, observation, and practice. If youare notenrolled in a driver training program,ask an experienced, skilled,licensed driverfor help. After you obtain your instructionpermit,practice starting, stopping, and

    vehicle control in a parking lot or other openarea with littletraffic. Practice will sharpenyour basic skills and build yourconfidence.

    Experienced drivers, on the other hand,often face the problemsof carelessness,overconfidence and bad driving habits that developover time. Driving rulesand techniques have changed over theyears.The amount of traffic is constantlyincreasing. Your ability toadjust and adaptto these changes will determine how safe adriveryou really are. Your knowledge shouldinclude recognition of thehazards of drivingand how to protect yourself, and others.

    A skill is a well rehearsed driving strategy that involvesanticipation, reaction and theconstant changing of the spacebetweenyour vehicle and other vehicles. Youmust continually strivefor improvement.Improvement can be measured in yourelimination ofrisk-taking, your adherence to speed limits and your ability totakecorrective action when necessary.

    DistractionsMinor distractions can take your attentionaway fromdriving. There is a potential

    accident in every minor distraction. It isyour responsibility topay full attention toyour driving. Avoid minor distractionswhiledriving, such as:Searching for an item dropped on theseat.Reachingacrossthedashintotheglove

    compartment.

    Tendingchildren.

    Tryingtogetoutofasweaterorjacket,orfasten a safety belt whiledriving.

    ReadingaGPSunitorroadmap.

    Usingaphone,textingorotherelectronichandheld device.

    Cell Phones/TextingPull off the road safely and stop if youaregoing to use a cellular phone or send/receive a text message. Useof such deviceswhile driving results in distracted drivingbehaviorand is dangerous. While operatinga motor vehicle, both hands shouldbe on the steering wheel, allowing the driver fullcontrol of thevehicle.

    SteeringMany new drivers turn the steering wheel too muchbecause they are using a fenderor a part of the hood as a guide.The properway to stay in your lane of travel is to lookwell aheadand make only slight steeringcorrections as needed. Only practicecanteach you how to steer.

    ScanningMost of what you do as a defensive driver isin responseto what you see while driving.Avoid a fixed stare. Keep your eyesmovingand learn to read the road. To avoid the

    need for last minute decision-making, lookahead for a distanceof about one cityblock. Whenever you reach a place in the

    road where other cars, people or animalsmay cross your path,look to both sides to be sure the way is clear. These troublespotsinclude intersections, crosswalks,shopping centers, constructionareas andplaygrounds.

    When approaching an intersection, be

    sure to check both left and right beforeproceeding. Byfrequently checking the traffic behind you, you will knowwhensomeone is tailgating or moving up tooquickly. Check yourrearview mirror oftenfor the position of traffic behind you.Whenchanging lanes, check your side mirrors andturn your head andlook over your shoulder

    to be sure that it is safe to proceed withthe lane change. Byknowing the speed andposition of traffic on all four sides ofyourvehicle, you will be better able to makedecisions quickly andsafely.

    Positioning Vehicle

    Cushion of Space Around YourVehicleThe space between you andother vehiclesgives you (and the other drivers) time toreact inemergencies and avoid collisions.Create a space cushion around youbystaying in the middle of your lane. Make surethere is enough roomahead and behind to

    pass or stop safely.

    When sharing a lane with a bicycle, allow atleast 3 feet forclearance between you and the bicycle. Moderate your speed. Athighspeeds, your vehicle may cause a gust ofwind that could knockthe bicyclist to theground. Be alert for the bicycle swerving.

    Leave enough space between you and thecar ahead of you to allowfor a sudden stop.At high speeds, the distance your vehicle

    travels while you are reacting to a problem isgreater and yourmargin for error is less.If you are following too closely, youmaynot be able to stop in time. Most rear endcrashes are caused byfollowing too closely.

    You can use the 3-6 second rule todetermine if you have enoughcushionbetween you and the vehicle you arefollowing. When thevehicle ahead of you

    passes a certain point, such as a signor over-pass, countone-thousand-one,one-thousand-two,one-thousand-three,one-thousand-four. This takes about fourseconds.If you pass the same point beforeyou finish counting, you arefollowing tooclosely. At faster speeds, the distance shouldbegreater. At times you will need more

    than a 3-second cushion (e.g., poor roadconditions). Giveyourself 3 to 6 seconds formore cushion.

    You can help the driver behind you maintaina safe followingdistance by driving at aconstant speed and signaling inadvancewhenever you are slowing or stopping. Afterall, you knowwhat you are going to do, butthe other driver does not.

    If another driver follows you too closely,move to another laneif there is room or,when the road ahead is clear, graduallyslowdown and move to the right. These actionsshould encourage thetailgater to pass you.

    Remember, what you do can affect thedriver behind you,especially if you muststop suddenly.

    Blind Spots

    Blind spots are areas on the left and rightsides of your vehiclethat are not visible inyour mirror. If your vehicle (shown hereinblue) does not have a right side view mirror, the right blindspot will be larger than theone on the left. Other blind spots canoccurwhen vehicles are parked too close to an

    intersection or when bushes, trees andbuildings block your view.In situations like these, inch your vehicle forward until youhave aclear view. Then proceed when theway is clear.

    Avoid driving in someone elses blind spot.This can be just asdangerous as not

    checking your own. Speed up or drop back,but never stay for anextended time in a blindspot area. Make sure your vehicle canbeseen by other drivers.

    Do not rely on your mirrors alone to seeother vehicles. Lookover your shoulder tosee if the way is clear.

    Entering and CrossingTrafficCommunicatingCommunicating meansclearly showingother drivers and pedestrians what you plan

    to do early enough to avoid a collision. Anytime you plan tochange directions, use your turn signals whether you arechanging

    lanes, turning at an intersection, entering afreeway, pullingaway from a curb or pullingoff to the side of the road. Develop thehabitof using your turn signals even when you donot see othervehicles on the road.

    The vehicle you do not see is the mostdangerous one. Here aresome rules to

    follow:Signalatleast4secondsbeforeyouturnso other drivers willhave time to react.

    Ifyouplantoturnbeyondanintersection,do not signal until you arein theintersection (drivers in the intersectionmay pull into yourpath).

    Afteryoucompleteyourmove,besure

    your turn signal is off.

    SignalingOther drivers expect you to keep doing whatyou aredoing. Signaling lets them knowyou are going to do somethingdifferentand gives them time to react to your move.Signaling doesnot give you the right-of-way. Turns may be indicated usingelectricturn signals, hand signals, or both. The lawdesignateswhich lanes and positions youmust use when turning and requires youtosignal at least 100 feet before you turn.

    You should always signal before you:Changelanes.

    RoundaboutsA roundabout is an intersection controldevice withtraffic circulating around

    an island. Approaching vehicles mustyield to the traffic in thecircle. Alwaysyield to pedestrians and bicyclists thatare crossingthe road. Always enter aroundabout to the right of the centralisland.How to drive in a roundabout:Slowdownasyouapproachthe

    intersection; roundabouts are designed

    for speeds of 15-20 mph.Entertheroundaboutwhenthereisa

    gap in traffic. Once inside, do not stop.Follow directions onsigns or pavementmarkings about which lane to use.

    Youmayexitatanystreetorcontinuearound if you miss your exit.

    Parking and Exiting ParkingSpacesWhen you park on a publicroadway, youmust be sure that you are not in the way of traffic,obstructing visibility or in an illegalparking zone.

    Parallel Parking Your ability to judge distanceswhilecontrolling the speed of your vehicle is thekey to completingthis maneuver. Whenparallel parking, be sure to continuallycheckfor oncoming traffic.

    To parallel park correctly:Check traffic behind you and signalthat

    you are stopping.Stop when you are alongside the forward

    car and your cars back bumper linesup with the back bumper ofthe parkedvehicle. Leave approximately 2 feetbetween you and theforward car.

    Shift into reverse. While looking overyour right shoulder, backup slowly whileturning the wheel sharply to the right.When yourfront bumper passes the rear

    bumper of the forward car, turn the wheel

    sharply to the left. Keep backing untilparallel to the curb.

    Straighten the wheels and slowly pullforward.

    Emergency ParkingIn the event it becomes necessary for youtoleave your vehicle parked on a highway orstreet, follow theserules:Pull onto the shoulder of the road as far

    International Symbol of Access

    This symbol, which appears on reservedparking signs, placardsand license plates,is the international symbol of access forpersonswith physical disability. Parkingspaces marked with this symbol areonly to be used by a vehicle displaying a validplacard or licenseplate with this symbol,and only when transporting the person whowasissued the placard or plate.

    It is illegal for anyone else to park in thesespaces and mayresult in a fine.

    Backing Up/ReversingBacking up or reversing you car isdangerousbecause it is hard for you to see behind you.Here are somerules you should followwhenever you have to back yourcar:Checkbehindyourcarbeforeyougetin.

    Children or small objects are hard to see

    from the drivers seat.Placeyourarmonthebackoftheseatand turnaround so that you can lookdirectly through the rear window. Donotdepend on your mirrors.

    Special Tips for FreewayDriving

    Freeway DrivingFreeways and interstate highways aredesigned tohandle higher speed trafficsafely. You need to be comfortablewithdriving at these speeds and with the specialproceduresdiscussed below before youattempt freeway driving.

    Entering a FreewayThe key to entering a freeway smoothly is toaccelerate on the entrance ramp/lane tomatch the speed of freewaytraffic in the right lane. Then signal, check the trafficaroundyou, and merge carefully. Do notcross a solid line.

    Exiting the FreewayBe sure to signal before exiting thefreeway.Most freeways will have deceleration lanes to assist you inyour exit. Use properbraking to allow for a smooth exit. Be suretomaintain adequate space (space cushion)between your vehicle and thevehicle aheadwhen exiting in heavy traffic. Do not crossa solidline.A divided highway/freeway has separateroadways for traffic inopposite directions,often with multiple lanes on each side.Somehighways intersect other roads andare controlled by trafficsignals. Others arecontrolled access, which means they havenosignals or intersections; you enter andexit these highways usingramps. These arecalled expressways or freeways and thepoints atwhich you can enter or exit areknown as intersections.

    Entering and Exiting the HighwayMake sure you are in the properlane well inadvance so you can safely enter or exit the

    highway.Yieldtheright-of-waytodriversalreadyonthe highway.

    As you approach and enter a highwaytravel lane, increase yourspeed to matchthat of vehicles already on the road.

    Ifyoumissyourexit,donotstop.NEVERback up on a highway. Get offthe highway

    at the next exit and look for signs showingyou how to rejoin theroad in the otherdirection.

    Be sure to signal your exit before youreach the exit ramp.

    Lane UseThe right lane is used for entering andexiting, and forslow traffic. The left lane isused by higher-speed traffic.

    Avoid the right lane of a freeway duringrush hour. This willleave room for vehiclesentering and exiting.

    Be alert for other vehicles attempting tomerge into your lane,and use proper signalsto let other drivers know if you arechanging

    lanes. Do not exceed the posted speedlimits. Avoid tailgating(following the carahead of you too closely).

    Stopping on the FreewaySpecial Situations on the FreewayIf youneed assistance, pull over onto theright shoulder as far aspossible. Avoid

    stopping your vehicle on or near freewayramps.

    To signal for assistance on the freeway, turnon your emergencyflashers and tie a whitehandkerchief or scarf to the radioantenna,or raise the hood of the car. To signal afterdark, turn onyour inside dome light and/or

    set out flares or portable warning signals.Wait for help. Do notwalk along the freeway.

    Right-of-WayThe law requires certain vehicles to yieldtheright-of-way to other vehicles. The law doesnot actually givethe right-of-way to anyparticular motorist, it just states whomustyield. No one is allowed to take the right-of-way if taking itmeans a collision may result.

    Controlled IntersectionsYou must obey the traffic signals andsigns. Yield the right-of-way to other vehicles asdirected. Do notassume it is safe to proceedjust because you have theright-of-way.Check for traffic and pedestrians.

    Uncontrolled IntersectionsWhen approaching an intersectionwithan inoperative traffic control signal or no traffic lights,stop signs or yield signs, treat it as you would a 4-way stop. Cometo a complete stop before entering theintersection and then proceedwhen theroadway is clear. If two vehicles arrive at the

    intersection at about the same time, bothmust stop and thedriver of the vehicle on the left must yield the right-of-way tothe

    driver on the right.

    MVD is required by law to order thecompletion of TrafficSurvival School (TSS)for every red light conviction report bythecourts. Points are accessed and will appearon your driverrecord.
